Delaware is the second-smallest state and the lowest: its mean elevation is about sixty feet, less than any other, and almost all of it is Atlantic coastal plain. That is the whole forecast. Nor'easters push water into the Delaware Bay and the inland bays and the water has nowhere to go; the rain-snow line on a winter storm typically falls somewhere between Smyrna and Harrington, so the state can take a foot of snow at one end and cold rain at the other on the same day; and the Fall Line at Wilmington is the only place the ground rises enough to change the answer.
